OIC Cambodia is working to grow speech therapy services in Cambodia and helping those with communication and swallowing difficulties.
We launched in 2013 to start bringing speech therapy to Cambodia for the estimated more than 600,000 people with communication and swallowing difficulties.
Our end goal is to have 100 university qualified Cambodian Speech Therapists integrated in public sectors in Cambodia by 2030, after which OIC will exit Cambodia.
To achieve this, we will:
Raise awareness as speech therapy is a new concept in Cambodia.
Build capacity of those supporting children with communication difficulties across the education, health and disability capacity sectors.
Build a library of Cambodia-focused speech therapy resources.
Supporting on processing university partnerships and government partnership in Cambodia.
Facilitate on complying key relevant government rule and regulation applying at OIC Cambodia, admin and finance system.

Position Purpose
The role of the technical advisor (TA) within OIC is to work collaboratively with program managers and the implementing team to deepen the speech therapy expertise within OIC’s training, advocacy, resource development, and direct ST consultations for individuals and organizations. The TA promotes and models evidenced-based speech therapy theory and practice, enabling the Cambodian team and OIC partners to grow a Cambodian evidence base and contextual integration of ST within Cambodia’s health, rehabilitation, and education systems.

Key TA role & responsibilities:
To provide quality and evidence-based ST information and research content about speech therapy practices to include up-to-date and effective approaches, including models of service and training in low & middle income countries (LMIC). Supporting OIC’s role as an informed, progressive source of information about communication and swallowing disorders and support.
To commit to strong teamwork, collaboration, sharing, and learning within the team and across external activities, to maintain cultural curiosity and humility, facilitating effective working together towards the goal of OIC
Provide speech therapy technical input in developing and delivering training and coaching to relevant target groups.
Provide speech therapy consultation or support for identified clients within the parameters of the existing projects (assessment, diagnosis, and treatment of people with communication and swallowing difficulties)
Work with program and communications team to develop, and evaluate communication disability awareness-raising initiatives and inclusion advocacy activities including facilitation and networking between people with communication disabilities and NGOs, employers, government services, and policymakers
Contribute to speech therapy resource development, especially in the areas of AAC and rehabilitation assessments, goal setting, and strategies
Provide guidance, mentoring, and coaching to Khmer practitioners and program staff in speech therapy practices and approaches; Conduct and deliver specific technical content within various projects with the support of local staff
Contribute to research design and implementation within both ST clinical and training initiatives at OIC
Represent OIC at government & partner forums, training, and collaborative working groups: show interest in relevant initiatives and developments within Cambodian rehabilitation, health, social services, and education sectors
Proactively nurture and maintain relationships with various partners, professionals, and other key individuals to inform and strengthen your technical knowledge for the Cambodian context within the OIC network and personal network
Develop, maintain, and evaluate technical resources and content in collaboration with the program team with regular consultation and review across the team to update, improve, and review information, resources, and materials
Support program team with reporting to government and donor stakeholders and other organizational tasks
To show commitment and dedication to the protection safeguarding and advocacy for the rights of all children and vulnerable groups and proactive disability inclusion
As guided by the program management team encourage and contribute to data organization, resource storage, and other information to support effective training, coaching, learning, and sharing within the program team to ensure longevity of knowledge and connections within the OIC team

Essential Skills and Experience:
Tertiary qualification in speech therapy
At least 5 years of clinical experience
Experience designing training resources for health, rehab, or teaching professionals and families of people with disabilities
Experience working in cross-cultural contexts and speak at least one language other than English
Engagement with a health and rehabilitation system within a low-income country/areas
In-depth knowledge of communication and swallowing skills, development, and needs
Ability to prepare and deliver technical presentations to different audiences both internal and external
Understanding of professional and personal responsibilities concerning the safeguarding of children and vulnerable groups and disability inclusion
Understanding and commitment to equal opportunities and empowerment
