TERMS AND CONDITIONS
I. Context
Organization to improve communication and swallowing therapy services in Cambodia (OIC Cambodia) is a local non-government organization working to grow speech therapy services in Cambodia and helping those with communication and swallowing difficulties. OIC launched in 2013 to start bringing speech therapy to Cambodia for the estimated 600,000 people with communication and swallowing difficulties. OIC’s end goal is to have 100 university qualified Cambodian Speech Therapists employed in Cambodia by 2030, after which OIC will exit Cambodia.
II. Project background
Since 2023, OIC has had a funded project by World Childhood Foundation on the project “Protecting and raising the voice of children with communication disabilities” with the goal to equip the Cambodian child protection sector with knowledge and resources to competently include children with communication difficulties or non-verbal communicators within their reporting and responding systems (and protect these children from abuse). In 2023, 3 picture-based reporting tools in Khmer and English (communication cards, short reporting, and extended reporting tools) were developed and finalized for the symbol sets/pictures that make use of visual support tools for all children, including children with communication difficulties and non-verbal communicators within their reporting and responding systems. OIC developed the guidelines manual and introduce to 17 key child protections actors on how to use these tools during the intensive trainings in the early year 2024.
III. Objective
The main objective of the assignment is to design and produce three short videos (+/- 3 minutes each) to support the training on how to use the three OIC picture-based reporting tools for children with communication difficulties to report the abuse and neglect and communicate about child safety and protection messages.
IV. Description of the expected service
a. Specific objectives
- To support trainers on how to introduce and use the OIC tools to support for all children, including children with communication difficulties and non-verbal communicators to report the abuse and neglect and communicate about child safety and protection messages.
- To make the participants (participant who receive the training on the tools) easy to understand on the tools and how to use it.
Target group
- This video targets all key child protection actors, social workers, caregivers including local authorities, communities and especially people working with children with communication disabilities/difficulties who need the support.
Providing support from OIC:
- Present the 3 OIC picture-based reporting tools and the concepts of the video
- Coordinate with the consultant on the production based on the work plan
- Develop video script and present in English and Khmer to consultant
- Facilitate “actor” or actresses including people with disabilities and place where to shoot the video
- Support in drafting the sub-title in Khmer and English
- Provide feedback on the drafts production video
Production team responsibilities
1. Develop produce plan and present to OIC, then adjust as feedback from OIC
2. Review, comment and feedback on the video script produced by OIC
3. Field work and providing the first draft of the video the adjust as feedback from OIC
4. Editing/making graphic video
5. Insert Khmer and English subtitle (separate videos)
6. Deliver the final video of 3 minutes per 3 OIC tools of video on how to use the OIC picture-based tools
V. Consultant profile:
- OIC is looking for an individual consultant or a firm with qualifications and experience to produce a video sport as requested in this ToR
- Consultant can be individual but must be a legal entity
- Experience with disability inclusion is desirable.

VII. REPORTING
The service providers will have to directly report to OIC Program Manager who will be the main focal point for this project and with parallel reporting lines to OIC Speech Therapy advisor, Sune GREEFF who will support on the technical aspect.
VIII. PAYMENT
The total remuneration of the gross consultant payment package is USD 1800 (One thousand and eight hundred dollars) with an estimated 5 day-works starting from August to September 2024. The process of payment will be detail in the contract.
Providing the service under this project, the recruited service providers (firm or individual) require complying with OIC Child Protection and Safeguarding policies.
Target locations: The consultants will be working in Phnom Penh.
IX. Application Process

1. CV/Resume (maximum 3 pages);
2. Cover letter (maximum 1 page) - addressing competencies required;
3. A maximum 1-page summary outlining the proposed work plan including activity plan including dates for each activity/output.
