OIC Cambodia is working to grow speech therapy services in Cambodia and helping those with communication and swallowing difficulties.
We launched in 2013 to start bringing speech therapy to Cambodia for the estimated more than 600,000 people with communication and swallowing difficulties.
Our end goal is to have 100 university qualified Cambodian Speech Therapists integrated in public sectors in Cambodia by 2030, after which OIC will exit Cambodia.
To achieve this, we will:
Raise awareness as speech therapy is a new concept in Cambodia.
Build capacity of those supporting children with communication difficulties across the education, health and disability capacity sectors.
Build a library of Cambodia-focused speech therapy resources.
Supporting on processing university partnerships and government partnership in Cambodia.
Facilitate on complying key relevant government rule and regulation applying at OIC Cambodia, admin and finance system.

Position Purpose
The purpose of this position is to lead the finance team of OIC Cambodia to coordinate the execution of all related tasks, which support the strategic objectives and activities of OIC, as well as participating in decision making within the Management Team. This position is a dual role and will exist on top of normal work duties.

DUTIES
Implementation of Finance Functions
Financial Management and control:
Develop, improve and implement accurate accounting system and compliant financial policy including expenditure records, payroll and benefits etc.
Monitor records of daily expenses to ensure an appropriate control over budget and expenditure (pay for the rent, utilities, office supplies).
Maintain internal account casebooks, reimbursements, per diem, and petty cash including cost control.
Keep clear and transparent records of all financial operations, including banking procedures, staff payroll and monthly tax on salary for staff.
Manage accuracy and timeliness of financial flows (incoming funds match bank account balance *eg: Cash- Receipts balance).
Update and maintain financial policy.
Provide new staff orientation and refresher on financial policy, fraud, and other procedure.
Work directly with each donor to understand the unique requirements of each donor ensure OIC finance systems complies with their requirements,
Ensure adequate financial control and compliance.
Financial Report:
Prepare monthly and quarterly report with quality and timely, and documents for financial assessment (Internal or external audit if any). And provide variance explanation on personnel and operation cost.
Up to date and to do bank reconciliation as require.
Work with other Admin Team members to prepare necessary reports according to criteria requested by donor or NGO partner-GDG and the government.
Ensure relevant people have access to information of cash balance (for internal reporting).
Work with M & E officer to create Year End Report.
Monitor funding levels needed to ensure timely delivery of projects.
Program Development Functions.
Support project and management staff in financial plans, budget and budget timeline.
In collaboration with project and management staff to insure the timely and quarterly financial report for relevant ministries.
In collaboration with project and management staff work on creating new project proposal.
Work together with program staff to do budget revision if any.
People Management
Oversee the effective implementation of all administrative duties, and timely delivery of outputs and outcomes – namely, Finance
Directly manage and supervise all finance team, and any interns to deliver finance service smoothly.
Ensure all finance staff capacity to complete their task with quality and timely.
Ensure clear internal assign to finance team to be clear of role and responsibility.
Ensure staff learning within the team as a priority through regular professional development opportunities.
To develop expected goal, mid-year review, and appraisal at the year end.
Ensure team culture, team work, motivation and morale is maintained throughout.
Decision Making
With the Management Team, regular report on OIC finance and admin task and give direction of OIC management team and executive director through careful and considered decision making, that takes into account all the factors and information available.
Ensure adequate consensus where appropriate, and that the opinions of those within the team are heard at all times.
To provide financial data when require to analyze be fore management team do the decision making.
Regular attend monthly staff meeting and management meeting.
Strategic Leadership and Direction
With the Management Team, periodically review OIC’s organisational strategy, and, as appropriate, adapt the strategy in response to changing circumstances.
With the Management Team, report to the board quarterly on OIC progress.
Develop timely and accurate financial reports, submit to management to enable strong decision making and practice
Adhere to and periodically review the organization’s policies and procedures in relating finance.
Lead by example in staff team, working in manner consistent with OIC Cambodia lead team values.
REQUIREMENTS
Essential qualifications, experience, skills, and personal attributes:
University qualification in Business Administration, Accounting and/or Finance,
Minimum of 5 years experiences in finance and Admin at least 2 years’ direct NGO work experience.
Experience managing donor funds for USAID or other multilateral donors
Experience in senior team management
Experience in preparation of budget and financial reports for multiple donors and relevant stockholders.
Experience with managing staff and volunteers (foreigners and Khmer)
Easy-going, flexible and happy to be part of a team
Able to communicate ideas comfortably with a variety of people
Works to the highest standard of quality and committed to transparency
Excellent communication skills in English
Proficient computer skills, including Microsoft office suite (Word, PowerPoint, and Excel) QuickBooks, Peachtree; scheduling appointment/updating calendars a must.
Desirable qualifications, experience, skills, and personal attributes:
Experience working in the disability, education or health sectors
Experience working within a small startup environment similar to OIC
Assist ED to develop the proposal and fund raising
