OIC Cambodia is working to grow the speech therapy (ST) profession in Cambodia and help people with communication and swallowing difficulties access quality services.

We estimate there are more than 600,000 people with communication and swallowing difficulties in Cambodia. Our end goal is to have 100 university qualified Cambodian speech therapists integrated into Cambodian systems by 2030, after which OIC will exit Cambodia.

OIC has core project areas as follows:

  • Training/capacity building of staff within education, health and rehabilitation sector

  • Advocacy and awareness about ST profession and needed inclusion and support for people with communication and swallowing difficulties: For both government and society

  • University course development, ST profession development and networking

  • ST related research and resource development

  • Direct speech therapy service– working with people with communication and swallowing difficulties

Project Manager

Reporting to: Program Manager

Salary Range: Level 4 (Tier 2): $744

Position Purpose:

This position will directly manage the project activities as directed by the program manager and ST technical coordinator. This can include directing consultants, leading training, facilitating meetings and workshops, translating documents or verbal exchanges, and completion of internal quality and compliance procedures and documentation for procurement, monitoring, and implementing project activities. They will also represent OIC within health, disability and rehabilitation network activities ensuring professional communications inside and outside of OIC team.

DUTIES

  • Work closely with Program manager to implement the project plans, including:

  • Partnership development with provincial and national health and rehabilitation stakeholders

  • Engagement and coordination of ST consultants to develop key technical resources (Curriculum, competency frameworks)

  • Coordinate needs analysis and consultative workshops with key provincial and national health and rehabilitation actors

  • Working with ST advisors on trainings course development and resources

  • Develop Monitoring tools to track the progress of project’s activities and complete donor reporting activities

  • Assume primary liaison role with provincial Government counterparts and other stakeholders

  • Work closely with provincial Physical Rehabilitation Center and provincial health departments, and hospitals, supporting technical advisors to provide technical support related to speech therapy.

  • Oversee planning, logistical arrangements and implementation of consultations, research activities and workshops as per project plan

  • Provide translation (spoken and written) for OIC technical team, consultants and advisory team

  • Project documentation and monitoring:

  • Development of activity-level implementation plans, including budgets, logistic arrangements and partnership considerations

  • Support program manager in planning, monitory and evaluation

  • Provide regularly report and feedback to program manager and program team on evolution on training activity including achievement & challenges.

  • Work with project officers to ensure documentation and compliance in arrangement of all program activities (eg logistic activities such as training venue arrangement and phone calls to participants. Keeping of attendance sheets and photo documentation, etc.)

  • Support specific activity budgets/costing for project activities work with administration team

  • Contribute to team discussions and critically analyses the progress of projects, identifying strengths that should be replicated and issues that require problem solving and resolution

  • Training facilitation and translation

  • Work with Program ST technical advisor, consultants and program team to lead and design training and facilitation activities on a range of speech therapy related topics (ST content provided)

  • Develop and present training including PowerPoint presentations and engaging activity-based workshops in Khmer language

  • Translate materials and provide cultural insight for adjustments to ensure they are relevant for audience

  • Facilitate training presentations and workshops supported by OIC technical team

  • Support the development of curriculum documents

  • Work with international advisor and University staff to translate materials and provide cultural insight for adjustments of university program documentation

  • Work with Khmer university to understand their documentation and registration standards and protocol

  • Facilitate community advocacy and research activities

  • Demonstrate advanced community interaction and participatory skills which reflect OIC’s values (inclusion, respect for all people)

  • Grow OIC Partnerships and networks

  • Represent OIC in health, rehabilitation and education forums and identify and feedback opportunities to share OIC work and priorities and identify potential partnership opportunities

  • Learn about existing strategic OIC partnerships and key stakeholders and work with program team to identity new relevant contacts

  • Develop positive relationships with people with communication disabilities and work with project officer to maintain confidential data base on key OIC contacts

  • Communications

  • Work with program manager to submit content and materials for use on FB ensuring content is portraying all activities and PWCD are consistent with OIC values

  • Use professional phone and internet manners with People with communication disabilities, their families, NGO staff and government staff.

  • Work with OIC Communications team to regularly promote the project work being carried out by the Project Team, ensuring photos and information are passed on in timely manner

  • Ensure to document key activities with photos that are respectful and have consent

  • Ensure all project documentation is completed accurately, timely and comprehensively

  • Supply project activity information each month to feed into Program Team reports

  • Culture

  • Uphold and promote the vision, mission and values of OIC through your communication, actions and participation, both internally and externally

  • Be an advocate of inclusive communities, and support the development of OIC as an inclusive work place and project design

  • Promote the work of OIC with accurate, comprehensive information

  • Facilitate communication style and practice which promotes positive communication between people of all culture and language abilities

REQUIREMENTS

  • Essential qualifications, experience, skills, and personal attributes:

  • Khmer National

  • University graduated in Project Management, Management and other related fields.

  • At least 3 years in project management experience, preferable with rehabilitation and health sector within government or NGO

  • Deep understanding of behavior changes and principles of adult learning and training design

  • Excellent time management and organizational skills

  • Strong communication skills with a wide range of Cambodian people including people with communication disabilities and their families

  • Experience working in cross-cultural team

  • Be able to travel to province when there is a request.

  • Strong computer skills (word, PowerPoint, google docs, excel, and social media literacy)

  • Strong English skills (written and spoken)

  • Strategic and reflective thinker

  • Strong desire to learn and develop new skills and knowledge

  • Desirable qualifications, experience, skills, and personal attributes:

  • Experience in project monitoring and evaluation

  • Experience working in provinces and with community level government services

  • Experience developing communication resources

  • Personal experience interacting, living or working with people with communication difficulties

  • Experience in coordinating and facilitate to deliver training to sub-national health, education or disability staff.
